General Statement of Duties

Manages and leads all types of department-specific capital projects from inception to completion including plan designs, plan reviews, public meetings and hearings, approving site work, ensuring projects adhere to all approved technical and regulatory specifications and requirements, reviewing and recommending payments and bond releases; does related work as required.

Essential Duties

Advanced working knowledge of capital project management, architectural design, engineering and construction principles and practices to administer capital improvement projects as it relates to transportation, drainage, structural traffic calming, landscape, and lighting improvements from inception to completion. Manage local and state funded studies that lead to future transportation projects. Studies will necessitate a capital project coordinator’s oversight review from a Henrico perspective as well as coordinating feedback from the community on their transportation needs via presentations and surveys. Assist with applying for grant applications. The Capital Projects Coordinator could manage current and upcoming smaller state/locally funded capital improvement projects that would be constructed by the annual contractor or others. Some smaller projects could involve sidewalks, trails, roadway reconfigurations, structural traffic calming to include modular roundabouts, curb bump outs, speed humps, etc. Organizes the review, revision, and approval of construction documents with department and County staff, contractors, consultants, and regulatory agencies through the County review process. Work together with other divisions, departments, outside agencies, engineering design services consultants, and construction contractors to ensure project delivery. Attend public hearings, present information, and answer relevant questions. May engage in a wide variety of stakeholders regarding project related concerns and activities. Coordinate right-of-way/easement acquisition and bidding processes for capital projects. Has the ability to work independently and as part of a team; ability to plan projects and prepare related designs, estimates, and specifications; ability to perform research; skilled in organizing technical material in good report form; ability to express self clearly and concisely verbally and in writing; accurately creates and maintains detailed project information; can review invoices or applications for payment and make recommendations; ability to establish and maintain effective working relationships with internal and external stakeholders; ability to render timely, competent and technical decisions.


Minimum Qualifications

Possession of a four (4) year degree in a relevant field and three (3) years of relevant project management experience or other relevant work experience; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
