SUMMARY
Under limited supervision, manages the staff and operations of the Psychological Services Program of the Special Education (SE) Department; assures that appropriate Psychological Services are provided to students, in compliance with Federal, state, and local laws, and MPS regulations and policies.

Essential duties and responsibilities may include, but are not limited to, the following:
- Manages Psychological Services Program; exercises independent judgment within broad policy guidelines; evaluates and analyzes issues, and recommends and implements solutions; provides leadership, direction and guidance in strategies, policy development and priorities.
- Manages psychological services team; allocates personnel and other resources; oversees budget, maintains data bases and files; meets regularly with staff to discuss and resolve priorities, schedules, workload, critical concerns and technical issues.
- Manages staff and conducts performance evaluations; assures that appropriate and ethical services are provided, and goals are defined and achieved; develops staff skills and training plans, develops written materials clarifying procedures; consults with psychologists and other district staff as needed.
- Works with SE departments and student support services staff to develop practices and procedures which appropriately serves MPS special education and general education students.
- Manages crisis recovery services for MPS staff and students; develops policy and procedures, trains service and support staff in crisis recovery skills; consults with building staff about planning for and responding to crises; provides direct service to staff and students as needed.
- Works to infuse best psychological practices into MPS policies and procedures through consultation with staff on critical issues.
- Provides direct and indirect psychological services to MPS students in special situations as needed to meet workload demands.
- Monitors operations and assures the quality of the Psychological Services provided; leads the development of plans and solutions that align with MPS goals and fiscal resources.
- Provides advice and assistance on Psychological Services Program issues; interprets policies and procedures, and assures the consistent interpretation and application of Federal, state and MPS rules and regulations.
- Collaborates with other MPS Departments, public agencies and community organizations.
- Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment
- Enthusiastically promotes the Superintendent’s goals and priorities in compliance with all policies and procedures.
- Maintains absolute confidentiality of work-related issues, records and MPS information.
- Other duties or tasks may be assigned on an as-needed basis
- At times may be required to work outside normal business hours and work extended hours to accomplish requirements of the position.
MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines
Educational Specialist, (Ed.S.) or Ph.D. in Education, Counseling or School Psychology, or related field; AND six (6) years of professional experience in Psychological Services Programs in urban public education; OR an equivalent combination of education, training and experience as determined by Human Resources.
Knowledge of:
- State and Federal laws and regulatory issues governing Psychological Services Programs in public education, including rules and regulations of the Minnesota Department of Education and other governing agencies for special education.
- Federal and state laws and standards required for SE students’ Individualized Education Programs.
- Principles and practices of public sector administrative management, including finance, budgeting, purchasing, contract and grant management, customer service and employee supervision.
- Techniques and practices for efficient and cost effective management of resources.
- Principles and techniques for crisis prevention, management, and recovery.
- Local community resources, regional community services programs, and regional training programs.
- Specialized MPS and state agency software applications and procedures.
- Principles of record keeping, records management, and management of confidential records.
Skill in:
- Directing and coordinating Psychological Services programs and operational issues.
- Interpreting, and applying state and Federal statutes, codes, rules, and regulations.
- Reviewing operations and assuring MPS compliance with laws, regulations, and rules.
- Analyzing problems, resolving disputes and grievances, and recommending effective solutions.
- Identifying learning and physical disabilities and the best practices to effectively manage conditions.
- Researching, collecting, analyzing, and preparing data and generating reports.
- Managing staff, delegating tasks and authority, and evaluating staff performance.
- Providing effective customer service, and dealing tactfully and courteously with the public.
- Establishing and maintaining effective working relationships with co-workers, clients, advocates and representatives from community groups and government agencies.
- Operating a personal computer utilizing standard and specialized software.
- Communicating effectively verbally and in writing.
LICENSE AND CERTIFICATION REQUIREMENTS
A valid Minnesota State Driver’s License may be required.
Must possess and maintain valid Licensure as School Psychologist by the Minnesota Board of Teaching is required.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
