SUMMARY
This position coordinates and implements culturally responsive programs to support American Indian students. Key responsibilities include leading the American Indian Memorandum of Agreement (MOA) and Individualized Learning Plans (AIILPs), providing professional development, consulting on student behavior, and collaborating with families, community organizations, and tribal partners. The role also manages communication efforts, evaluates program impact, and ensures compliance with grant requirements.

Leads the planning and implementation of the Memorandum of Agreement (MOA) with the Metropolitan Urban Indian Directors

Oversees and guides the implementation of American Indian Individualized Learning Plans (AIILPs), ensuring alignment with student needs and cultural relevance.

Designs and delivers professional development for school sites and district staff based on project-specific goals and emerging needs.

Acts as a consultant to school staff regarding student behavior and suspensions, in collaboration with Student Support Services.

Develops and manages follow-up and evaluation plans for MOA and AIILP projects, including coordination of expectations with students, families, teachers, social workers, counselors, case managers, Check & Connect mentors, and multi-tiered systems of support (MTSS) teams.

Collaborates with external partners, community organizations, and tribal agencies to support program objectives and extend impact.

Creates and implements communication plans to ensure all stakeholders—internal and external—are informed, engaged, and aligned with project goals.

Embeds and promotes the use of American Indian languages (Ojibwe and Dakota) and cultural practices in all applicable projects, reinforcing cultural identity and relevance in educational experiences.

Supports financial oversight and management, assists with developing systems, policies, and procedures, and ensures staff compliance with departmental priorities and standards.

Performs administrative functions, including budget monitoring, revenue tracking, financial reporting, and supply requisitioning; assists in the development of annual budgets.

Coordinates program evaluations and develops data-informed recommendations for continuous improvement and innovation.

Manages the application, reporting, and compliance of internal and external grants and community partnership programs, ensuring alignment with state, federal, and MPS guidelines.

Serves as a representative on committees, task forces, and boards connected to program activities.

Promotes and markets Indian Education and MPS programs through strategic communication, traditional marketing, and social media outreach.

Completes and supports special projects and research assignments, contributing expertise to improve departmental operations.

Enhances team effectiveness by offering solutions, participating in collaborative initiatives, and contributing to a positive workplace culture.

Demonstrates professionalism, cultural responsiveness, and courteous behavior when engaging with students, families, staff, and the community.

Actively supports the Superintendent’s goals and district priorities in alignment with policy and procedure.

Maintains strict confidentiality regarding all work-related matters, data, and MPS information.
MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines

Bachelor’s Degree in Education, Social Sciences, Public Administration or related field; AND
-
Two (2) years of professional experience administering public education support programs; OR
-
an equivalent combination of education, training and experience as determined by Human Resources.
Knowledge of:

American Indian history, cultures, and languages (Ojibwe and Dakota), as well as contemporary issues impacting Native communities, particularly in education
-
Culturally responsive education practices, equity-centered program design, and cultural competency in both team dynamics and community engagement
-
Student support frameworks, including behavioral interventions, discipline practices, and Multi-Tiered Systems of Support (MTSS)
-
Local community resources, regional service providers, and community-based training programs relevant to American Indian education
-
Applicable MPS policies and procedures, along with Minnesota Department of Education rules and regulations, and other governing agency requirements

State and federal laws related to public sector grant funding and program compliance
-
Public sector administrative practices, including budget development, purchasing, accounting, reporting, and basic principles of employee supervision

Program evaluation methods, data collection and analysis, and continuous improvement strategies

Effective communication, stakeholder engagement, and the creation of strategic communication plans

Principles of record keeping, records management, and documentation for accountability

Personal computers and standard office software, as well as specialized MPS and state agency systems used for data tracking, reporting, and program management
