General Statement of Duties

Manages the Department of Public Work's Construction Division operations and projects, including staff, ensure the completion of projects and related inspections and testing in compliance with all contract specifications and applicable local, state and federal laws; performs complex design and project management duties; does related work as required.

Essential Duties

The Construction Division Director is responsible for managing contracts to ensure projects and services are completed in accordance with approved contract provisions and within the approved budget; oversees the County's compliance efforts for inspection, records, and reporting for all structures mandated under the Federal Highway Administration Bridge Safety Program; coordinates the delivery, inspection, and construction documentation for the Department's CIP projects; provides constructability review and inspection of plans of development and subdivisions as related to right-of-way impacts; and coordinates with other County Departments with respect to adoption of constructed streets into the County's road system. This position also provides technical assistance and guidance on infrastructure projects for the County, the public, private developers, contractors, and other stakeholders, including identification and negotiation of appropriate and cost-effective resolutions of complex construction issues.

The Construction Division Director supervises a diverse group of professional and paraprofessional engineering and construction project specialists.

Extensive technical knowledge of heavy construction methods and techniques of roads, drainage, and other project; thorough knowledge of drainage, stormwater management, and erosion control practices, as applied to the construction of roads, bridges, sidewalks, multi-use trails, and other County infrastructure projects is required. Knowledge of inspection methods and documentation for state and federally funded infrastructure projects is essential, as well as a thorough understanding of FHWA, AASHTO, VDOT, and County requirements and policies as related to design standards, construction materials, methods, and documentation. Excellent communication, organizational, and leadership skills are essential, as is the knowledge of the principals and practices of contract procurement and management, project scheduling, and financial management.

Minimum Qualifications

Four (4) year degree in relevant field (and may prefer an engineering degree from a college or university accredited by the Accreditation Board of Engineering and Technologies) and five (5) years of road, drainage and/or bridge construction management experience, preferably with a local or state agency, including project management experience, resolving construction and compliance issues with various stakeholders including developers, engineers, contractors and regulatory agencies; and including two (2) years supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
