Manager, Social Work

SUMMARY

Under general supervision, provides management, coordination, and evaluation of School Social Work Services; develops comprehensive social work standards of practice which address the needs of students in their attainment of district and state standards, in compliance with Federal, state, and local laws, and MPS regulations.

Essential duties and responsibilities may include, but are not limited to, the following:

· Provides professional consultation and support to school social workers; supervises social work staff in collaboration with school principals.

· Leads in the development, administration and accountability of Social Work services.

· Plans, implements, and evaluates ongoing staff development programs for school social workers based on identified areas of need.

· Ensures Social Work practice standards are in place and used by school social workers.

Promotes the research and implementation of the best practices and evidence-based social emotional learning, mental health, and behavioral interventions within the District.

· Supports Social Workers in the achievement of tenure process.

· Collaborates with PAR mentors and Employee Relations staff in supporting and evaluating social work performance issues.

· Screens and coordinates the placement of school social work interns.

· Assists the Human Resources Department with recruitment, placement, and evaluation of school social workers; screens new applicants.

· Provides liaison with community, social welfare and correctional agencies, institutions of higher education, State Departments, and other organizations for the purpose of increasing collaboration between district and community resources.

· Participates on and provides leadership for district committees as assigned.

· Provides consultation to building administrators, community agency personnel, and caregivers regarding crisis intervention, child abuse reporting, due process procedures, social/emotional needs of students and school and community resources.

· Directs department strategic planning and needs assessments; identifies staffing and program needs and priorities.

  • Acts as clinical supervisor for school social workers within the district.

· Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment

· Enthusiastically promotes the Superintendent’s goals and priorities in compliance with all policies and procedures.

· Maintains absolute confidentiality of work-related issues, records and MPS information.

· Other duties or tasks may be assigned on an as-needed basis

· At times may be required to work outside normal business hours and work extended hours to accomplish requirements of the position.

MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines

Master’s Degree in Social Work; AND five (5) years of school social work experience; OR an equivalent combination of education, training and experience as determined by Human Resources.

Knowledge of:

· State and Federal laws and regulatory issues governing special education, child abuse, compulsory school attendance, and data privacy.

· Children’s mental health issues.

· Regional community service agencies and other governmental assistance programs. · Principles and practices of public sector administrative management, including customer service and employee supervision.

· Techniques and practices for efficient and cost effective management of resources.

· Principles of record keeping, records management, and management of confidential records.

Skill in:

· Interpreting, and applying state and Federal statutes, codes, rules, and regulations.

· Reviewing operations and assuring MPS compliance with laws, regulations, and rules. · Consultation, professional collaboration, staff development, organization, and leadership. · Managing staff, and evaluating staff performance.

· Establishing and maintaining effective working relationships with co-workers, clients, advocates and representatives from community groups and government agencies.

· Operating a personal computer utilizing standard and specialized software.

· Communicating effectively verbally and in writing.

LICENSE AND CERTIFICATION REQUIREMENTS

- A valid Minnesota State Driver’s License may be required.

- Current MN Board of Social Work License at the LICSW level (or eligible for LICSW licensure). - Current MN School Social Work License at the Masters level.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
