Job Summary: To coordinate the management of the School-Based ACCESS Program (SBAP) to maximize District reimbursement.
Essential Functions:
Adhere to SBAP administrative procedures and timelines as established by the Department of Public Welfare and the PA Department of Education. Communicate with school district staff, PA Department of Education, Department of Public Welfare, Intermediate Unit(s), and program vendor staff regarding the SBAP process and system.
Review Individualized Education Programs (IEPs) of SBAP eligible students to ensure they are written according to federal guidelines for billing through SBAP. Communicate with Special Education Records Specialist and Special Education Supervisors for necessary IEP paperwork or compliance documentation. Perform specific duties including monitoring of log entries by providers, following up on outstanding paperwork, verifying accuracy and validity of SBAP provider logs, completing quarterly and annual financial and other reports, and ensuring required data is compliant with SBAP regulations.
Train and assist school staff to ensure proper understanding of program requirements, SBAP regulations and internal and external processes.
Communicate with the Director of Special Education any providers who are not meeting logging expectations and establish a support plan to ensure staff are knowledgeable and meeting expectations.
Organize workflow to efficiently handle student Medical Assistance eligibility checks, IEP processing, medical authorization of services, provider eligibility, and compliance documentation.
Collect and organize expenditure data for quarterly and annual cost reporting reconciliation.
Gather appropriate data and information for audits or Quality Assurance Reviews for the SBAP.
Create and maintain staff pool list.
Monitor Random Moment Time Study for compliance.
Maintain provider licenses and qualifications per Center for Medicaid System (CMS) guidelines.
Complete self-audit four times per year.
Enter transportation logs for service, maintain transportation logs and student ridership reports.
Examine new ways to increase the revenue generated by the program.
Attend all trainings offered by CAIU and Sivic Solutions Group.
Remain current on all new CMS guidance.
Other duties as assigned by the Director of Special Education Performs in accordance with school policy, administrative regulations, state and federal laws. Performs other duties as assigned.
Salary range H: $59,688 - $81,665
