Accountability Objectives:

Oversees all procurement, warehousing, and contract management functions for the school system. Supports capital improvement projects by coordinating the procurement of construction-related goods and services and managing the selection and placement of furniture, fixtures, and equipment (FFE) in alignment with district standards, budgets, and timelines. Ensures compliance with all applicable laws and policies while partnering with internal departments and external vendors to deliver efficient, high-quality support for district operations and goals.

Essential Duties:

Procurement and Capital Project Support

Plans, organizes, and directs the procurement of goods and services for the school system

Manages and evaluates procurement projects, including Requests for Proposals (RFPs), Invitations to Bid (ITBs), contract negotiations, and vendor performance

Manages procurement-related aspects of capital projects by coordinating procurement schedules, managing contracts, and ensuring the timely acquisition of materials and services

Coordinates the selection, procurement, and placement of furniture, fixtures, and equipment (FFE) for new construction, renovations, and facility upgrades

Oversees vendor selection and bid evaluation for FFE and capital project packages, ensuring alignment with design specifications, quality standards, and end-user needs

Strategic Planning and Compliance

Plans and reviews procurement strategies to promote efficiency, cost-effectiveness, and alignment with district goals

Develops, implements, and monitors purchasing policies and procedures

Ensures compliance with all applicable federal, state, and local laws, procurement regulations, and district policies

Conducts research to support procurement initiatives and capital project planning

Maintains procurement records, documentation, and reports in accordance with audit and legal standards

Operations and Oversight

Directs and manages all phases of procurement solicitation processes

Oversees public bid openings, ensuring transparency and fairness in award decisions

Prepares and submits agenda items for Board of Education meetings

Creates and presents reports on procurement status, performance metrics, and capital project updates

Supervises the disposal of surplus property through auctions, sealed bids, or negotiated offers

Plans and implements continuous improvement initiatives to enhance

departmental effectiveness

Leadership and Communication

Supervises and evaluates procurement department staff, promoting professional growth and accountability

Maintains positive and productive relationships with vendors and service providers throughout the procurement lifecycle

Communicates procurement policies, timelines, and expectations clearly to internal stakeholders and external partners

Demonstrates strong attendance, reliability, and responsiveness to after-hours procurement needs and emergencies

Performs other related duties as assigned

Minimum Qualifications:

  • Bachelor’s degree in business, education, or a related field (Master’s degree is preferred)
  • Certified Purchasing Manager, Certified Public Purchasing Buyer, Certified Public Purchasing Officer, or Certified Professional Contracts Manager (or the ability to obtain within 12 months)
  • Minimum of three years of experience in public procurement, contracting, or supply management; or an equivalent combination of education and experience
  • Minimum of three years of management or leadership experience, preferably in a school system
  • Valid Georgia driver’s license with a safe driving record

Knowledge, Skills, and Abilities:

  • Comprehensive knowledge of public procurement laws, regulations, and school district purchasing procedures
  • Proficiency in applying financial and budgetary principles to develop, manage, and monitor departmental and project-specific budgets
  • Understanding of quality assurance processes in procurement and vendor management
  • Working knowledge of warehouse operations, inventory control, and distribution systems
  • Proficiency in the use of standard office equipment and software, including word processing, spreadsheets, and procurement management systems
  • Strong understanding of ethical standards and compliance requirements related to public procurement, as defined by applicable federal, state, and local policies
  • Ability to maintain accurate and organized procurement records, and to prepare clear and comprehensive reports from data sources
  • Demonstrated ability to lead, supervise, and evaluate technical and professional staff
  • Sound judgment, initiative, and problem-solving skills when applying procurement standards in diverse and evolving work environments
  • Team-oriented, with a commitment to collaboration, accountability, and professionalism
  • Strong communication, interpersonal, organizational, and presentation skills

Essential Physical Abilities:
